Who is covered by the Federal Employees Retirement System?
Generally, anyone first hired in 1984 and later is under the Federal Employees Retirement System. In addition, some people who were before that year are under FERS either because they voluntarily switched systems during one of the “open seasons” in which that was allowed, or they had a break in service and on returning elected to be covered under FERS.
