What is CSRS Offset?
It’s a hybrid system for people who were hired into CSRS initially, had at least five years of service under it, then left the government and later returned. By law, if the break was more than a year, they must pay into Social Security on their return.

CSRS benefits are calculated in the same way as standard CSRS benefits except that if they have enough quarters of coverage to qualify for a Social Security benefit when they hit age 62 (or at retirement, if they work beyond age 62), their CSRS benefits are reduced, or offset, by the value of the Social Security benefits they earned while a federal employee.
