Is travel time outside my normal work schedule paid as working time?
In general, you would earn compensatory time off. Compensatory time off for travel may be earned for time in a travel status that is not otherwise creditable as hours of work for the purpose of determining a specific pay entitlement.

Agencies may authorize credit in increments of one-tenth of an hour (six minutes) or one-quarter of an hour (15 minutes). To qualify for this purpose, travel must be officially authorized—that is, it must be for work purposes and must be approved by an authorized agency official or otherwise authorized under established agency policies.

Compensatory time off for travel generally is forfeited if it is not used within a year of being earned, although there are limited exceptions.
