If I leave federal service before becoming eligible to retire, can I keep my Federal Employees Health Benefits program insurance?
You could you continue FEHB coverage for up to 18 months after your separation under temporary continuation of coverage. It provides the same level of health benefits coverage and covers the same family members as were covered under your plan while employed. However, you would have to pay both the employee and the employer share of the health benefits premium plus an administrative charge of 2 percent of the premium.

At the end of that period, or at any time before, you could convert to an individual contract, which would be solely at your expense and there would be no guarantee that coverage would remain the same.
