What do “bumping” and “retreating” mean?
“Bumping” means displacing an employee in a lower tenure group, or in a lower subgroup within your own tenure group. You must be qualified for the job although there is no requirement that you must have held that type of job before. At its option, the agency may consider employees’ total service in determining an employee’s bumping rights. This option provides the first offer to the otherwise eligible released employee with the most service.

“Retreating” means displacing an employee with less service within the released employee’s own tenure group and subgroup. The position must also be the same position or essentially identical to a position held by the released employee in a federal agency on a permanent basis.
