If I want to transfer to another agency, do I have to go through a competition open to the general public?
Hiring agencies have the discretion to determine the sources of applicants they consider. If you have career or career-conditional status and the transfer would be without a break in service to another competitive service position, you may apply under vacancy announcements open only to “status” candidates—that is, those who already have civil service status.
