Who is eligible to enroll in the FLTCIP?
Eligibility covers the large majority of federal employees, plus annuitants, spouses of employees or annuitants, surviving spouses of deceased employees or annuitants who are receiving a federal survivor annuity, individuals separated from the federal service who are eligible for a deferred annuity.

Unique among federal employment insurance programs, FLTCIP eligibility also extends to parents, parents-in-law, and stepparents of living employees and their spouses, adult children regardless of age, and same-sex domestic partners who meet certain qualifications.

Eligible individuals may enroll at any time; there are no regular open seasons.
