Report: Fewer than 1 percent of feds disciplined for time, attendance misconduct

An investigation into time and attendance misconduct in the federal workforce found that very few federal employees have been disciplined for fraud at some of the largest agencies, according to a recent Government Accountability Office report.

The report—requested by a bipartisan group of Congressional leaders—found only 100 reported disciplinary actions taken against federal employees over a five-year period, 2015 to 2019.

Investigators reviewed the time and attendance data for 24 agencies using reporting controls and technologies under the Chief Financial Officers Act of 1990, including the General Services Administration and Departments of Treasury and Veterans Affairs.

Specifically looking at efforts to prevent and address fraud, investigators found that in 2018, on average, less than 1 percent of the federal workforce each year was formally disciplined for misconduct, of which time and attendance misconduct is a subcomponent.

Fraud is described as obtaining something of value through willful misrepresentation, according to the report.

“Misconduct can hinder an agency’s efforts to achieve its mission, and fraud poses a significant risk to the integrity of federal programs and erodes public trust in government,” the report states.

Agencies reported using a number of ways to examine allegations of time and attendance misconduct, including badge in and badge out data, video surveillance, and logon information.

Overall, agencies reported a low risk for fraud once they accounted for such existing controls.

Go after the crooked managers who cheat on annual leave by pretending that they were telecommuting. Directors who are responsible for daily operations did not show up for weeks and were at the golf course or at the beach. Hard working staff members who were a few minutes late would get written up and told they had no future. In these cases these folks were railroaded and put in hours way beyond their 8 hr days. It is time they purge dirty management and hold them responsible for their age, race and gender bias.

At the Big Outfit in Bethesda, two GS-14s who were hired because of being friends with a particular division director would show up at work about 11:00 AM and the go out for lunch and return at 2:00 PM. Then leave for the rest of the day at 3:00PM. The other would show up at the office to collect their packages they purchased on line on a weekly basis of a day with two to three hours. Management minions would endorse such activity but would write up some one who was 5 minutes late because of circumstances beyond their control.

yes, I had a coworker come in 4 hours late everyday. Leave early whenever she wanted. called in every week and somehow took 3 extended vacations every year and she also, and the supervisor and her are chums.

there's no sense in blaming subordinates or management. the system for holding any employee accountable is set up in such a way that it's far more arduous to discipline or hold accountable employees in any position than to just let them be. all feds learn that you can get ahead by doing nothing and only those with a sense of pride or strong work ethic will abide by rules such as timekeeping or performing an honest day's work.
