Report: Shutdown less likely, prospects for 1.9% raise look better

Members of the House and Senate working to hash out a compromise on much-discussed “minibus” spending bills to keep the federal government going are making progress, according to a recent report.
The report—in GovExec—states that based on recent statements by key players on Capitol Hill, and an analysis of voting records, the prospects are improving for compromise on spending bills, and for passage of a modest pay raise for federal employees.
The report also predicted that, at the very least, Congress would be able to agree on funding federal agencies in a continuing resolution effective through Dec. 7.
