USPS exempt from Trump's workforce executive orders

A major postal employee union has confirmed that the U.S. Postal Service will not be affected by recent workforce executive orders targeting official time and employee performance.
On May 25, President Trump signed three EOs that will 1) limit the amount of time an employee can be under investigation for misconduct and encourages firings for underperformers, 2) states that employees who conduct union activities while on the job must spend at least 75 percent of their time doing government work and 3) calls for the Office of Personnel Management to renegotiate contracts with unions regarding the reporting of official time instead of working directly with individual agencies.
The National Association of Letter Carriers requested a legal analysis from its outside attorneys on the orders and determined that the three EOs do not apply to the Postal Service or its unions, a conclusion that was also confirmed in writing by the OPM.
“These executive orders are an outrageous attack on America’s civil servants, the everyday heroes who make sure that our airlines and foods are safe, our Social Security checks are distributed and the air, water and environment we depend on is clean,” NALC President Fredric Rolando said in a statement.
He added that he agreed with American Federation of Government Employees President J. David Cox Sr. that, “These executive orders are a direct assault on the legal rights and protections that Congress has specifically guaranteed to the 2 million public-sector employees across the country who work for the federal government.”
