Agencies will be updating their shutdown contingency plans, which includes specifying which employees are essential and can continue to work or non-essential and be required to stay home during a furlough, the article notes.

The article also notes that as of Dec. 4, 10 agencies had already submitted their updated shutdown plans to the Office of Budget and Management, including the Housing and Urban Development Department, which said it would furlough about 97 percent of its 7,800 employees.
