Got an email from NARFE yesterday describing an OPM proposal that would create a Medicare-related pilot project within FEHBP.

The proposed project would test the viability of a voluntary “sub-option” within the FEHBP that would pay all or part of a Medicare Part B (as appropriate) for Medicare-eligible federal annuitants.

The new coverage would be offered to Medicare-eligible annuitants as a sub-option of an existing FEHBP plan.  If an annuitant chose the sub-option of an insurance carrier’s “standard option,” they would pay the same premium share as a worker or retiree enrolled in the traditional standard option.  However, unlike the standard plan, the sub-option would pay all or part of a Medicare Part B premium, as appropriate.  As a result, an annuitant enrolled in the sub-option would save about $1,200 a year on Part B premiums.  However, a sub-option participant would be required to pay the same deductibles, co-payments and coinsurance as workers or retirees who are age 64 and younger and not yet eligible for Medicare.  With the exception of premiums and prescription drug co-payments, most annuitants age 65 and older who are enrolled in Medicare and a traditional FEHBP fee-for-service or preferred provider plan pay no out-of-pocket costs.  Therefore, the sub-option could be cost-effective for an annuitant who does not have high out-of-pocket costs.   In addition, annuitants might appreciate an option for what is basically seamless coverage, which mirrors what they had while they were on the payroll.

I think this may be a good idea. Where can I get more info on this. I emailed NARFE and they were no help. Cann't find anything on the OPM web site either.

Thanks cybernut. I guess we'll have to wait and see what is proposed be the insurance companies. From all the comments in this forum I think most would think they should be paying for B now. Other than paying for B, I cann't see what else the insurance companies would be paying if we would be paying the co-pays and B would be the primary payer for medical. I would take this because with B I would then have Tricare for Life which would pay my co-pays after I file with them.

I'm with Kaiser so have been planning not to get part B, but I certainly will opt for part B if the only downside is continuing to make my copays!  That will take all of the worry out of that decision.  They better hurry - I retire at the end of the year and am already in part A since I am 65.  I don't want to get into the penalty part of 'waiting too long to sign up for part B' and then find out that maybe it's too late for me to get into this new plan!

Could I possibly ask what penalty you are speaking of? I am with BCBS and their litertures states, that they may not paid the full amount for some services if I do not take Medicare at age 65.

If you are 65 and retired and do not sign up for Part B, it costs more when you do pick it up.

I am retired have BC/BS and Medicare Parts A & B.  BC/BS Standard Option waives the co-pays along with other incentives.  So, I am not sure if I am understanding this sub-option bit correctly.  What am I missing here?

The proposal is that we have an option to have Medicare part B paid for without us having to pay for it separately.  It would come from our FEHB monthly payments.  In return for not having to pay the $96 or $110 or whatever each month for Medicare Part B we would agree to continue making the co-pays that we pay whenever we go to the doctor.  Speaking as a Kaiser member, that co-pay is only $10 or $20 a trip; I personally would like that much better than having to pay the $110 each month for Medicare Part B that I might never need.
