Ed,
I recently retired from DHS/ICE with 387 hours AL for which I was paid. I noted in my Earnings statement they did not pay me for any future holidays that would have come within those 387 hours had I been on leave instead of retired. Is the pay for holidays a postal-specific rule, or does it apply to all agencies? If it is a govt-wide rule applying to all agencies, where might I find a citation as to the rule? Thanks for any info you can provide. |

It is an OPM and therefore a government-wide employee rule. While retiring employees get paid for unused annual leave in a lump sum payment, they are not paid as "holiday pay" for any of the annual leave that would be a federal holiday in the future. The leave is paid as a regular work pay.
