use comp time before annual leave?

Was told had to use up all comp time first. What OPM regulations require this? THNX.

We had a Commander who tried to make her civilians do the same, and was told she couldn't. Keep fighting it.

Before retiring, I worked for a non-DOD agency. It was the policy there that we had to use all credit time before annual leave.

I didn't have any problem with this and sometimes even used credit time for medical appointments. (I was trying to build my sick leave back up after being out for surgery.)

I believe the credit leave policy there was in the Timekeeper's Manual. You should be able to get a copy of the timekeeper's manual from your payroll office or from the administrative officer for your office.

I don't do comp time. I left a job with 100's of hours of comp time. This new job, the sup offered comp time for a situation, and everyone basically said, "No, but we will do overtime.". He came back 10 minutes later with the same offer, with over time approved. Now, he does not even bother with comp time, as he knows no one will take him up on it.

So, don't take comp time, the rules are too tricky regarding use.

In my 30 years of federal employment, I never once had the opportunity to work paid overtime. I always had to bank the extra time worked then ask for approval to use it later.

All this surely must vary from agency to agency.

At least in my agency (DA), comp time turns into cash in your paycheck after 12 months, hence the desire to let it sit and take leave for everything else. Of course, travel comp time is a different animal - use or lose.

Comp time is paid as overtime after 1 year. Thus, policy is usually use up comp time first. We always get comp time and prefer it to overtime because ovetime is capped after a certain rate and you don't get true time-and-a-half.

My agency doesn't have much overtime money in the budget, so we have to justify overtime and get it pre-approved or we won't get paid for it (and in my job description, it is seldom granted - - I don't know anyone in my job description who has been paid for overtime, though lower GS level workers sometimes get it). Since there isn't the money for overtime, we must use our comp time within a year or lose it. I *always* use my comp time first, for that reason.

Is there anything on the OPM that states rules regarding Comp time. I'd rather use my annual rather than comp for the mere fact that i get paid out on comp time before the year is up. I have over 100 hours of travel comp 150 hours of comp and 118 hours of leave.

In the FAA, that's true also. ALL of our Comp Time will turn into O/T after 12 months. ALL of our managers will try to persuade the employee to use it (with the veiled threat that it will be lost if they don't), however, it automatically turns into O/T and counts Against the manager for O/T usage as a black mark on THEIR record for failure to contain costs. I've seen it first hand.
Ask to see the regulations before being 'intimidated' to use it...but, it's a personal decision.
There is NO Requirement to use it before A/L from what I understand.
