would it be possible for a ballpark figure for bilateral carpal and bilateral ulnar nerve surgeries . gs-9 step 6 making around 55 thou per year. i need a guess so i can plan my next move.

No one can tell you what you are going to get as a percentage.  That would require reading your medical report and a knowledge of the 6th Edition of the AMA Guides to Permanent Impairments.  The maximum length of any award for the arm is 312 weeks, but that is for a 100% loss or loss of use. 
 
Additionally merely posting your grade and step is insufficient as we do not know what locality you live in.  We also do not know if you have any qualifying dependents or not.  OWCP payments are two-thirds of your weekly pay (for OWCP purposes) or three-fourths if you have one or more qualifying dependents.  (Qualifying dependents generally are a spouse and/or minor children.)
 
The best advice that I would give anyone who has requested a scheduled award is "don't spend the money before it is in your bank account!"  If you do, you are almost certain to get an award amount that will be "disappointing" and you will have financial problems thereafter. because "you counted your chickens before they were hatched." Embarrassed
 
Remember Murphy's law.  If things can go wrong, they will go wrong.  You cannot control how long it takes OWCP to make its decision.  You can exercise control over your personal financial commitments.
 
Finally, why "the returns are early", award percentages under the 6th edition seem to be lower than under Fifth edition of the these Guides.  The differences seem most pronounced with awards for upper extremities; i.e, arms.
