The answer is C: Teleworkers are not necessarily excused from work even if federal offices are closed due to inclement weather or some other emergency. OPM's Washington, DC, Area Dismissal and Closure Procedures offers the unscheduled telework option as a way for agencies and employees to maintain productivity and continuity of operations during weather events and other emergencies.

B would have been a good guess, and I think you can give yourself half credit for choosing it. Telework is not a substitute for day or dependent care, but it can help families by saving commuting time and offering more flexibility.

To avoid ambiguity, an employee's telework agreement should specify what is expected under these circumstances.
